problem making new amazon accounts

hi so i have tried to open to amazon accounts today with a new laptop a new 3g dongle and a 3v card also new gmail accounts.
also new phone numbers anyway both of the accounts have been declinded error 2 what is error 2 and is anyone else having problems at the moment making accounts.

update so 3rd time luck i did everything as above but gave an address in london and it worked it let me open a basic account which i now upgraded to a marcent account.
is it best just to have lots of basic accounts or lots of marcent accounts
