Learn to create your own.

(When you have time after the exams etc are over.)

Some of the templates i have found on the internet are not compatible with weebly which is the website provider i use. I have found premium templates on another site, one of which i have used for my other website (GMC Web Design - Home). The background can be changed to any image but the overall layout is very different compared to the average website

Meta tags can not hurt you unless they are stuffed but they really can help for traffic. They are like the advertisement on the search result pages

If you can not find templates for weebly why not move on to something such as WordPress? There are tons available for WP and I believe there are less limitations in the long run on what you can do with the site
