Once you get a feel for each network, you'll see which has more IPs.

Today i switched 4G to 3G on dongle and i was hoping to see different or more digits changing IPs but it wasn't happened. After that i tryed with different network with my mobile phone like hotspot, it was better, last four or five digits was changing on IPs on the second network Here we have three major mobile operators and few smaller. May be it is better, like you said to not worry about that the whole IP is not changing. I should try.

But if its just one digit, then of course switch on/off again.
Note, smaller networks are likely to be MVNO (google it if you don't know what this is). If they are, they would still get the same IPs as the bigger networks as technically its the same network.

Last night I got a new ip to make a new account and noticed only one digit changed from a previous IP I was like nope I'm not using that IP lol. I'm about to get a mifi so I can get another source of IP locations. I'm using home internet with changing MAC address only pulling IPs from 3 locations close to me so I'm kinda getting skeptical.

I read about IP changing last night. If i found ISP with dynamic IP is it good for stealth ? Just to have backup solution in my mind.

I'm talking about getting a flashed mifi it's $5 a month but 3G service

A 1 digit IP change will likely fall under the same range and more likely to link/suspend accounts.

Send the names of the mobile network operators and i'll do a quick search for you.
You can also call the relevant network operator and ask them. But you'd need to call in a few times as your bound to get clueless people give you the wrong information.

Hi again guys,
Tethering is great but i am worried about something. I.e. if i log into eBay/PayPal from IP that was used from a susspended account, what will happend with my stealth ? Here in this small country we have 3 major mobile operators and their IP pools are not big like in US and UK for example. I already tested one of them, only 2-3 digits are changing in IP after plug out/in dongle.
