You are sort of mixing my notes. There are two situations:
If you dont need to hide, dont. Period
If you need to hide location or want to spoof location then a good VPN is the way to go
Sites that "hide your IP" are almost always just simple proxies that dont really hide anything. It will display an IP but many sites can see around that to real IP
Many many people look at these things as an easy way out of changing IP. Or they cant wrap their head around how to. It can be confusing at first and frustrating. So they read VPNs or proxy and think that's much easier
Most folks that run private networks and private proxies here dont need help with IPs and know what, how or why they do what the do. The "dont hide" is for the folks that are just doing it as a means to an end
