Okay, so I finally figured out how to change my IP address. I had to unplug my modem and router for about 12 hours, when I hooked everything back up and went to IPBurger.com I had a new IP address!
My sister in law lives about 3 miles away from me.
She has a Ebay account set-up that she has never used.
Setting her up with a PayPal account and changing the Ebay account into a seller account would not be a problem because she has never had any run ins with ebay and all of her information is clean.
Now that I have a new IP address on my computer, if I were to set up a new user account on my computer and use her Ebay account with the new new user account, do you think that I would be safe as long as I slowly built the ebay account up.
I was suspended from ebay for selling vero items and having linked accounts.
I do not plan to sell any vero or high risk items with her account.

The best thing to do is not use any names from family or friends. If something goes wrong and your sister-in-law puts her real info down, then you dont pay the ebay fees. Ebay can put that amount onto her credit report, her credit will be damaged from that.
I once put my sister's info on a ebay account after my ebay account with my info got suspended. Well I got into trouble using her name too, I got stupid, well ebay reported to her credit report that she owed them $35. I payed the amount but she got pissed at me.
So it is best to just use stealth info, but that is just me. You can do what ever you want.
@bootedbyebay, don't worry about it, but we recommend not using friend, and family information, even if it's Vero, or Legit items, because of Lawsuits, and for legit products in your case would be Tax problems,etc for your sister, but if you can handle this, more power to ya! I am saying 180 days because that is the amount of time you can withdraw your money from paypal if something goes wrong with paypal, by either suspension or limited.

Any kind of lawsuits if your selling fa-ke items. The right owners or Vero hire lawyers to go after or scare people who sell fa-ke items. Kinda like the music industry suing people for downloading music over Peer to Peer sites or programs (utorrent, Limewire).
You never know when your selling in the US, this country is sue happy.
I will not be selling any ⊗⊗⊗⊗ items, so that is not a concern to me.
I figured that if I were to use her account that I would pay her a percentage of my profits as a way of thanking her for allowing me to use her information. Also, PayPal is only required to report you to the IRS if you take in $20,000 or more (that's how I understand it anyway), which is a number that I will not be reaching. My sales on Ebay are typically $500-$1000 a month.

I have been doing reading on this subject over the past few days, and here is what I have learned.
Starting in 2011 Paypal is required to send to a 1099 tax form if you take in over $20,000 AND 200 or more transactions.
You have to meet both of these requirements for them to report you.
Do a search on google for "paypal 2011 tax" and you will find many articles on pertaining to this conversation, and they all explain it basically the same.
