IF I have a new user account at work and at home, but have prebiously been blocked at home, can i access the same account if the IP is 110....... at work and 109..... at home? or is this unwise?

If you are using the same machine in both places with all cookies in place you should be OK. Assuming that you are not logging on using the IP from the blocked account.
Anything else is fraught with potential disaster and needs lots of safeguards
An IP address alone will not get you susended, though it is good precautionary measures to not use an IP address that is being used by other eBay members or an IP address you have already used on a suspended account.
