Im pretty sure with my cable, the IP is dependent on the nic's mac address. So changing the mac of the nic would result in a new ip.
Either way, what are we looking at in price? 40-50$? Hes still getting his increased rent, and now whatever he does on the internet is under your name and you are held responsible for his movie downloading.......
My buddy is a landlord and has had a extremely hard time filling his apts the past few years due to the economy, dropping rent 300$ to get tenats. Id research what you are paying and tell the guy to take a hike with his rent increase.
edit: im sure my isp is based on nic mac addresses, i just remembered when I built my new webserver I spoofed the old nic's mac address to keep the same ip, otherwise I was getting different ips and I have about 10domains pointed to one ip.
