Is it possible to open a new paypal account using my phone? Either the iOS app or mobile website? Does this instantly raise suspicion and more scrutiny? Even though my ISP says I have a dynamic IP, I have no way to reset it (even tried leaving the power off for hours) and it hasn't changed in months. MONTHS! I can easily reset my network settings on my mobile device.

Deleting or adding the apps back on won't do anything. Your phone's unique ID (Android and Apple OS devices) is tracked and you can't change that without rooting your device. Instead, just use your web browser or utilize multiple browsers on your phone if you like.. up to you.
Once you use the app on your phone, it has you linked until you change your phone's unique ID.
