They mean the success rate of ID that is accepted by PP.

The success rate is going to mostly depend on the validity of the details in the ID. There are many reports of UK PayPal being strict and cross-referencing the info with third party databases. If you are using foo-foo details, then your chances are pretty low to nil.

Please tell me your experiences with paypal UK that lead you to conclude a "low to nil" success rate?

UK PayPal seems to really have a bout with not allowing people to w/d after 180 unless they can "prove identity". So many threads on this topic over the past few months.

It's also happening in the USA, but probably not as often due to the multitude of State laws and rules governing money transmitters. If you push the right buttons, it's indeed possible to get your money regardless of what PayPal tells you.

Start by figuring out WHO the bodies are that actually regulate PP and read up on the laws/rules in regards to transmitting/holding funds. If the amount of money is worth it to you, pay a solicitor £100 to advise you accordingly, maybe draft a letter on your behalf.

We usually hear of the bad 'help me' stories not the smooth passes, so it is hard to quantify the success rate for held monies - but this is a UK trend for sure...

For USA of the 6 ID's Ive tried to use ZERO have passed or got unlimited.
