After my account was limited, I went to fill out a complaint to BBB, it took 3 working days for the complaint to be approved by BBB, and currently I am waiting for a response from Paypal.
I also made a phone call to Paypal today, and it took more than 1 hour and 30 minutes for the staff to pick up.
After a 30-minute conversation with the paypal staff over the phone, I realized that the support phone dept does not seem to have the authority to make any decisions about recovering the account. What they do can only report that your account has been permanently locked and there is no way to recover.
However, when I ask is it the final decision? Then she says you can write an email to aup@paypal.com to have them check again, but it will take quite a while for them to respond.
