Hello, new here and I hate paypal!!
I had an account with paypal 5 years ago, sold a pair of concert tix to some guy, all went well, till 2 weeks after the concert when he filed a complaint and said he never received the tix. I used USP priority mail with a tracking number, but no one had to sign for it, so paypal puts my account in the negative, even though tracking shows the tix were delivered to his addy.
Fast forward to this year, I open a new account, make a couple purchases, make a few ebay sales and amass about $680 in my paypal account. I decide to loan my friend $600 and send it to his paypal as a gift. This immediatley limits my account, but it says the gift to my friend was completed. He however, can not withdraw the money, paypal is holding it for review.
I call them, they say I owe them $540 from 5 years ago. I decide to play stupid and deny everything. This actually works for 3 days!! they unlimit my account, but my friend is still in limbo on the money. they soon realize i lied, and limit my account again.
i call back, they tell me they know i am lying, they have proof the old account is mine and i need to pay them back for what they refunded the guy that scammed me on the tix.
my friend calls today, they tell him his account is fine, and i need to call to fix this problem so they can release the money
I am going to call again, what should i say? do i have any chance of seeing this money? if they think i do owe them this money, why do they not just take it? any help would be greatly appreciated!!

They wont unlimit you they know its you. pay them and get the old account back

They should eventually return the money to your limited account if they will not let the transaction complete. Then you will have to wait 180 days to withdraw. Once they return the money to your limited account I would call them up every day and harass them. Some have had luck getting it released early. Other times they have kept it even after the 180 days.

I agree with the above if you can pay it and hope it works out.
Never send anything as a gift, you will get limited 99% of the time.
Especially 600.00

well, the transaction to my friend still shows as being completed on my pay pal page, it is still in temp hold in my friends account though. do you you guys think we can wait the 180 days on his account and then pull it out?

my account shows the transaction as completed, but it is also in my resolution center as being under review. my friends account is not limited, just shows they are holding the money. do you think they will release it after the 180 days?

They will likely return it to you after their "investigation" (yea, right...) and then hold it in your account for 180 days. His acount should be fine afer this, as before.
This happened to me when I sent money to a guy to pay for some goods, just before my account was limited. They requsted information from him regarding the tansaction and even though he contacted them to explain that I was paying for goods, they just returned it to me. So PayPal would happily "stiff" somebody like that. But of course unlike PayPal, I am not some brainless, inconsiderate corporation so I just did a bank transfer to his account in real life.

If you have been linked to accounts in arrears, they MAY deduct the amount owed. But if it's limited in your friend's account and he has no ties, you should be ok after 180 days.

talked to them today, basically told them to take what they think I owe them out of my paypal balance of $688. they say thats fine, takes 24-48 hours to clear and until that time, I would still be limited. I hang up with them, log out and then log back in to my account. my limit is gone and all my money is sitting there. so, I add a bank account I had ready, transfer the 688 to my bank account. says it will take 3 or 4 days to complete.
should i close the account ASAP?

Yes they can & they frequently do.
They have your implicit approval.....it is in their terms & conditions.
What is the situation you are currently having that you've framed your question in such a manner ???

I was not aware that you were able to close a PP A/C that had an outstanding resolution on it.
Are you able to close it ???

as of 2pm today, the limitation was removed. with that, I should be able to close the account and tell them tough luck.
my original problem is from a few years ago. I sold a concert ticket, shipped it with tracking. 2 weeks AFTER the concert, the buyer filed a claim. I provided the tracking info. paypal said it was not good enough since it was not signed for(USPS priority mail). so, I think the buyer tried to screw me after they got the tix and went to the show. they sided with him and refunded his money, but my account had no cash.
thought i was pretty sneaky signing up for this new account. had several transactions, did not get noticed till I sent my friend some of my money.
