The job of a legal department in just about any organization is to deal with everyday legal matters that come up. If someone sues eBay, the legal department is served with the summons and complaint. If someone in the eBay organization is going to sign a contract for anything, the legal department probably reviews it. If eBay is going to implement a policy change, the legal department probably looks at it to make sure that the change is legal and won't get the company into hot water with the government or get the company sued.
The legal department is there to make things run smoothly as far as the law is concerned and to make sure the company does not get screwed over. They protect eBay's interests.
The legal department, as GreenBean stated, is NOT there to worry about your closed account. Unless, that is, you filed a lawsuit against eBay because of it. THEN, they might get involved.
