Josephsm823, yes it's impossible to charge an account through the Payoneer bank details, as they don't allow it to be charged/debited. You're safe, and Payoneer won't come asking you for the money, as it simply would have failed.
Paypal returning the amount to your account even without getting the money back makes sense however, if your hacker claimed that the withdrawal wasn't authorised. It wouldn't look good for Paypal to refuse to refund a customer just because a "hacker" had run off with the money.
Try to be more careful to prevent things like this happening again in the future. You got lucky this time that the hack actually won't affect you.
