SSN is good until the person dies,and SS does not always know if a person has past away .
This is way off topic. Because of your first post I read that green card holders can apply for and receive SSN's. So if the green card holder returns to their home country, you're telling me they have to pay taxes to the USA gov't for the rest of their lives? Unlikely..

My current girlfriend moved to England 20 years ago. It's true. Still expected to pay US taxes...

with the new paypal thing only way is to withdraw to a US bank account unless you give ssn

MORE naturalised US citizens have left USA to return to their own countries since 2008,but unless they go to the American consul office and denounce their citizenship,they are still liable to report their income and pay taxes,but they can claim it as a deduction with the local goverment/
And denouncing citizenship is not that simple,US govt would look into past 5 years as US citizen,figure some of your wealth accumulated in the past years in US could be taxable.
same situation with permanent residents,the diference between permanent resident and natualised citizen is that permanent resident cannot vote.
This is the way our tax codes are written,tax you wherever you are,but not sure if it has changed,but the first $80k YOU earned overseas is not taxable.
of course you can ignore all these and go about your merryway overseas,until one day you return to this country or just pay a visit,the US customs and immigration office will notify Uncle YOU HAVE ARRIVED !!!!!
