We’re changing how we treat refunds. If you refund (partially or fully) a transaction to a buyer or a donation to a donor, there are no fees to make the refund, but the fees you originally paid as the seller will not be returned to you.

Is this real life? am i dreaming? omfg someone kill me right now please. man i wish i was nipsey hussle right now.

BBY,Office depot,USPS sell on Ebay,you mean they cant use their merchant account?
I also know a handful of brick and mortar stores which accept credit cards outside Paypal

Hell and just saw all my seller tools in my personal account disappear! Thought I was gonna snuff it but remembered there was a link to buttons in PP's Help Center and it saved my behind big time.

we need more clarification,you may get a better answer on ebay seller forum.
Question-we sellers do not know how the buyer pays via Paypal-he could be using Paypal balance,bank fund or credit/debit card.
Paypal pays no fee if he uses paypal fund or bank fund,but we pay 2.9-4.4% to paypal,does it mean when we refund the buyer,Paypal keeps that 2.9-4.4%

PayPal is not making that distinction at all, whether the sender pays with cc or bank or PayPal balance. It's a pretty safe bet that they mean we are fully funding the entire refund. PayPal is still providing sellers a service if the sender is paying with PayPal balance or bank.

^^ This exactly. When I have to do a refund on my merchant account for a return or even just a cancelled ordered, the processing company charges fees. Same 20 cents for the transaction and then the usually 2.4% that I have to pay when I process an order... So this is probably something paypal has been paying all along, but returning to the seller when it was a refund or return.

I think with their higher fees to begin with, they should cover it as they have been. But, maybe with the whole Ayden situation and potentially losing a chunk of eBay revenues, they're looking to make it up somewhere else. Not good either way. :(

I paid 10 cents transaction fee and 1% when I issue a refund ,you are in Canada,but a credit transaction is always cheaper,are you sure your bank charges you 2.4%

So Im wondering if a way around this new regulation would be to have the buyer open a chargeback for the transaction. That way as a seller you agree to accept responsibility and the payment is reversed.
Technically speaking this is not a refund so will they still be keeping the transaction fees?
What do you guys think?
If it is NOT a workaround it mans that now one can mess around with people by sending them payments then immediately opening a chargeback for it. Imagine sending someone $2000 and immediately opening a dispute for it and sticking them with $60 in fees. Doesn't make any sense to me but who knows with paypal.

Twice this has happened for bank reversal chargebacks; I lost the case and was charged a $35 fee as some kind of fine or 'processing chargeback' fee.
Anyone else experience this?

A chargeback is a reversal and it is still a credit transaction,the original payment to you is a debit transaction and it is a done deal,now you are submitting a new transaction,it has to go thru gateway and there are toll fees so to speak to process your transaction and per agreement,discount fee to the bank which provides Paypal with the merchant account.
It may depend on when the reversal takes place,most merchants submitted all their daily activities as one batch at the end of the day,say after they close their store,so if a reversal takes place immediately after the original transaction is completed, there may not be any fee ?
chargeback is with his cc issuer,dispute is with eitherEbay or Paypal,with chargeback if you lose,you pay $20 fee.

if my buyer pays me $1000 ,I get (1000-29.30) $970.70
Now 1 week later,he files a dispute and I lost,$1000 is returned to him,but I only get $970.70,so if Paypal does not refund its $29.30, it will take $1000 from my account.
I lose $29.30.
This is if the dispute is item not received or UA.
But if this is a case of item not as described and it is filed with Ebay,Ebay will make me pick up return shipping,so I end up losing more-I lost money on shipping both way and Paypal fee,so we are talking $29.30 plus shipping x2 and depends what the item is,it could be anywhere from $40-$55 total loss?
and if the buyer files a chargeback with the cc issuer and I lost,I would not only lose my paypal $29.30,$20 chargeback fee,I could also lose my merchandise if his cc issuer does not ask him to return the item .
and what about Ebay fee with a chargeback?CAN THE SELLER CANCEL THE ORDER saying both sides agree not to complete and get his Ebay fee back?

We can look at this from different angles.

The part where they don't refund your fees I think that's theft.
What can we all do about it?

The other part is we need to figure out if we get so many returns it must mean the products we ship out are either prone to returns (like clothes) or just straight out bad quality.

So think about this logically rather than yelling at each other.

Yes, it's a shiitty policy no doubt. But if missing out on transaction fees from refunds is causing your business problems, maybe you need to revamp your business structure/policies.
