just came back from the Ebay seller forum,someone has already felt the pain.
Sold AAPL laptop for 2500,buyer immediately files for refund,Paypal kept its share $75!

If anything, I think he found a hypothetical scenario somebody on the eBay forums brought up. If anything.

I wish I were able to be so cool about this update. It's bad enough having to repackage returns and have 25% or so that can't be resold. Now I'll also be paying an extra dollar because some retarded customer on their smartphone didn't bother making sure the item they're buying is compatible with the item they're wanting to use it with. Sure it's not going to break me but the fact that we are being forced to pay for something that in many cases is 100% the buyers fault is disgusting to me.

It would be nice if they're implementing this update because eBay intends to handle transaction fee refunds through Adyen. Otherwise it seems like PP is opening themselves up to a class action lawsuit regardless of whether or not it's stated in their TOS.

THERE are fees involved when Paypal processes a credit card/debit card transaction,may be if we protest enough,Paypal will waive the fee when a buyer is not using his credit cards or debit cards,but bank transfer or paypal fund,because there is no fee involve.
yes,I would say it is unfair if a buyer pay with paypal balance or bank fund,Paypal is keeping its fee -30 cents and 2.9-4.4%.
It should just keep the 30 cents but not the 2.9-4.4%

So supposedly, PayPal are holding off on not refunding the variable portion of PayPal fee so it is still just the 30 cent fee being charged, even though the new policy is applicable now.

Maybe their call centers are already maxed out from the "PP cash" update so they're holding off on this until the phones die down a little.
