First the instant confirmation (Log in) method is the only method that allows paypal to confirm the name of the bank account holder. 2 small deposits does not give out the name on file, but does get the name on paypal from which the funds came. Secondly, you don't need to confirm the bank to do withdraws so the 2 small deposits is not a requirement even though paypal goes through it anyway. The reason being is its a common confirmation practice, and since it takes 2-3 days they are encouraging you to do the quicker (Log in) option which give them more information about the bank including the last for digits of all other savings and checkings accounts you have onfile with that one bank. The method you recommended, (calling them up) can add a bank account as I am a witness to the success however there's about a 1/10 chance of them actually doing this for you and a 9/10 chance of them saying they are forbidden from adding banks over the phone or manually and instead you'll have to log in and manually add it yourself.
