I don't think the PO Box name will matter, just make sure it's not a US post office PO Box and that a physical street address can be placed for the PO Box.
I don't think eBay or PayPal likes PO...

If you use an EIN, though, PayPal will eventually ask you to upgrade from a personal account to a business account, which entails a new PayPal email that you'll have to add to your eBay account

Make sure the IP address is different than the "years ago" IP where other people got banned. And to be safe, I personally think you should use a new address (maybe a PO Box with a street address). ...

Are you doing anything in the "gray" with either PayPal/ebay accounts? I don't think you would be limited just because of one instance where you didn't have your VPN on when it should have been. ...

You're only allowed one EIN for each SSN.

More than one EIN's means you're getting them through establishing LLC's or S-Corps

I say you create a new paypal account linked to a new bank account. And whatever the email is for your new PayPal, you link that email to your existing eBay account.

For the price, it's a nice informational book. There are other "stealth" info books out there that have more information, but I'd still recommend the Aspkin book.
