From my experience IPQualityScore is known for false positives. I use them for fraud protection and they often have false positives.

There's a bunch of IP intel websites like that, hard to know how accurate they actually are

Your account just needs to be young (low number of sales and not really old, like few months old), and the item should be of a high value. That is enough to get an instant permlimit if any dispute is...

It used to be 2 google voice accounts per number.
They changed it to 1 per 1 ratio in the last few months.

ah I see.

So regardless of whether you send it via invoice payment, or direct, the recipient account does need to claim it. That is how it was a while ago, not sure if things have changed now...
