Is changing IP by changing Mac address safe? I used to simply power cycle my modem and had zero trouble. I created 3 seller's accounts this week and they all got limited or suspended within 24 hours....

In that limitation message they ask like 3 times to call them and discuss business practices and supplier info, so I guess if you can assure them you are a big legit seller, they will lift the limit...

The only thing you should worry about is a SSN when Paypal limits you and asks you for it in order to remove the limitation. If you have already given Paypal your SSN before, you can't use it again...

The only problem is actually with a Canadian IP. What would be the ways to get one? Lon distance dialing up doesnt work, at least for me, because it is against TOS of my phone company (ATT)
