Google this....what is my ip, log it down, now switch off your router for around 5 minutes, if my stealth senses serve me right, voila you have new ip address. This is not a long term solution...

I would definitely make it in the country you reside in it makes things a lot easier, you can go the VPS way and make it elsewhere but it is a lot more work.
