I had an ebay payment withdrawn from my claim it money. My paypal does not have a bank attached and the card has zero balance on it, so ebay only had one way to get that money.

Yeah, you should still be able to pay from the above, but not your balance on paypal although there have been some rumors starting that paying for ebay fees might also be possible. We shall wait and...

Yeah, you should be able to still do it via gift, credit , and debit cards
