When PayPal limit an account, they can request ID. They can then refuse the ID hence getting a PayPal with a refused ID. Its very common

Your not taking into account that each of them needs a bank account if you want to run them correctly and then you will end up with a lot of money trapped in 180 day holds that PayPal don't always...

Your linking a new PayPal to an eBay that has already linked to PayPal...

PayPal just have to realise its the same eBay that its been linked to and its game over. They just take a while to realise...

You can give it a go, but if PayPal link you to your old PayPal a cooling off period isn't going to help

These sorts of things do just generally have a limited self life

It will generally last a few weeks to a few months if your lucky and then get limited

While this can work I find it has a limited shelf life

I personally also unlink the old PayPal as well both as a fee reimbursement method and in the account section
