Why fraudster (Ebay and PayPal) scammers never get prosecuted?

Simple way? I was just reading the news about a kig. He went to his girlfriend and he was stealing her mother's card. PIN was wroten on the back. He withdraw 150$. He got 2,5 years with a suspension. He also had to pay 3000$ for the whole investigation. Happened in Romania, European Union.

Why cops can mess with people like him but not with dudes doing 50 000$ in bank charge-backs ?

Too much investigations and a help pf Interpol is required to prosecute someone from another country, which is definitely more expensive than the usual damages amount. But your described case involves a real person doing a severe crime in the same country, lots of real-world witnesses, and this crime had easy-obtainable evidences. So he was very stupid to do that.

Sure, but PayPal can hire law students from each country and pay them to write those police claims. Like start a small office in Ukraine, Romania, Bulgaria,etc.

You are not required to pay a lawyer for a clamin. You can do it yourself also. Companies most of the time hire people with a law degree only, not real lawyers. We call them "jurists" out here.

The investigation for those 150$ costed 3000$. And this is in Romania ...
Why do you say it is a big crime? He just saw her month credit card, get it, took 150 and place the card back.
Wives and girlfriends do that all time time and they get away with it ....

There is a difference in the cases, firstly and foremostly, physical evidence, the kid was at the scene, possibly cameras at ATM and victims are claiming in person to local law enforcement..etc...With online stuff, whilst goods may end up being delivered to someones house or a return is an empty box, there is no 100% proof of who it was....international lines are the fuzziest too....

...having to pay for the investigation is amazing result though, never seen that before....
