You can go to any website, buy something, then claim it was an empty box and 100% of the time your CC company will credit your account. So why blame ebay?

Exactly right - it's not the same thing at all. There's no intermediary for one between a website and your credit card. Paypal+eBay combo is a means to an end between sellers and buyers. They are NOT to be so proactive and put everyone in jeopardy.

I won't digress too much but Amazon with their A-to-Z claim policy is same thing.

You are correct about Amazon, However Amazon Attracts a Higher Quality of Buyer, Simply because they Pay more on Amazon, Than Ebay.

Generally a Higher Quality Buyer pool will Result in Much less Buyer Fraud, the Lower Quality Buyers Attempt more fraud. If you want to test this Statement Open an Account on Ioffer where I believe the Lowest Class of Buyers Shop, they Want EVERYTHING for NOTHING and are ALWAYS trying to Swindel you in some way, Its bad and getting Worse on Ebay, But Ioffer is where all the real Lowlife Scam artists Hang Out.
