My paypal account is now limit send payment, withdrawl payment etc on stealth account. Accidenitally buyer send the amount on that stealth account, but i can't find the refund option on that transaction because sending payment was blocked. Now buyer open the dispute and to ask paypal to refund the amount. Will paypal refund the amount or have to wait 21 days or they never refund the amount.
Paypal asking me the submit documents to remove those damn limits. Please help.

you can also put the dispute to their customer service people, just write down "i m trying to refund the buyer his money but cant". i have tried that many times on limited paypal accounts. they will usually refund the buyer his money within 12-24 hours, no need to call paypal. i always hated to even call them, yet alone talk to their zombies of customer service reps.
