You can't if the time limit expired with Paypal and you didn't provide any information with them. You can try appealing it.
On a different note, they WILL fight for you if you go about it correctly in a timely manner. I had a situation where a customer filed a not-as-described claim for a $780 purchase. On my stealth business account I called my account rep and she told me exactly what to do to beat it. Essentially, she was telling me how to manipulate the system to beat the charge back. And it worked. She even called back a few days later to follow up.
