Opening multiple PP Accounts from same mobile device (Safari)

So I understand when opening multiple PP Stealth accounts you need to do it from different IP addresses and make sure cookies are cleared beforehand etc ..

With this in mind would it make sense to be able to open multiple PP accounts from the same mobile device (iPhone) ? Done through safari making sure you have reset the IP address (by going in and out of 'Plane mode') and
clearing Cookies, browser history etc ??

Would this work ??

Im assuming Paypal cannot tell you are opening different PP accounts from the same mobile phone (as long as the above is done correctly)

Any ideas if this would work?

I have read that ISP's tend to rotate the same IP addresses amoung users, so keeping a spreadsheet of what IP addresses have been used for each accounts could be an idea to track login activity.

Probably not for the best. I think e-bay finds it suspicious if a user has no history or cookies all the time. If not for that it only takes one time to forget to clear to have your accounts definitely linked.
Did you end up going through with it by the way?
