PayPal account restored after appeal being denied???

Here is a weird paypal story:

One of my accounts was limited a few months ago and my appeal was denied.

The account had no disputes or chargebacks - 100% positive feedback on ebay and low monthly volume sales.

I rang paypal last week and asked if they could let me withdraw the money out early since there were no disputes.

To my surprise the reinstated my account access...

What just happened here?

Could be a glitch on the part of the person who reviewed the account when you were on the phone with them. We all know paypal are a bunch of a$$clowns.
Take your money out and be VERY careful if you plan on using this account again.
