I once ordered some custom signage from China, and later received a fedex bill for it. I thought the taxes were outrageous in proportion to what the signage cost, so I ignored it. The shipper didn't have a fedex account and had paid cash for the shipment. About six months later, I received a collection letter from Fedex, which I ignored. This was a few years ago, and nothing ever came of it.
But this was a unique instance in that my Fedex account wasn't linked to the shipment. Since I get a ton of discounts (and my shipping rep takes me to football games every now and then) I wouldn't mess with it.
