Yeah, a month later - still nothing.
Yeah, I've done my search. The only possible & general way is by purchasing from a local mobile operator (there're just three in my country) a new "Pre-Paid Mobile SIM" (that costs €3 / $4 per one + they write my ID Card into their Mobile-System in order to know that "X" number was given to "Y" person with "Z" data/details, which can be found on "O" address"), add into my phone, then create a new PP/eB acc, wait for the telephone verification or SMS PIN, enter it and that's all. …
Other stuff that I've found were:

Totally useless (for me or for others as well). They should be able to check this. Why? Just read
this page and see
how many methods a company have in order to check & verify fraud calls/telephones and so on. If I use some of the mentioned above - definitely this will
flag the PP system in red and be limited. That's why maybe for every new acc I need to use a real Pre-Paid Mobile SIM - which I'll be in "Code 2" (low + allowed), the mobile operator will be like "Verizon, Spring, etc.".
I have two fixed line numbers (from the old ones), but there it's
impossible to receive any kind of PIN number, only phone calls, that's it. So they'll be useless as well.
Other thing that I've collected in the past month is that (because I'm not from a country, where PP/eB officially have site, so BG IPs created PP/eB accounts need to be verified
only with a Credit/Debit Card, without any real bank or VBA, unlike US/CA/UK/DE/FR/AU/NL accs created with these countries IPs) will provide me somehow and idea
from which site to create my eB
sellers account (and then from that acc > a PP acc, using the same data and smoothly):
Code:
US: http://pages.ebay.com/help/sell/seller_account.html - Phone PIN;
UK: http://pages.ebay.co.uk/help/sell/seller_account.html - Phone, CC, UK bank;
DE: http://pages.ebay.de/help/sell/seller_account.html - Letter (!) and Phone, CC, DE bank; more http://pages.ebay.de/help/newtoebay/RegisterConfirmCodeSeller.html
CH: http://pages.ebay.ch/help/sell/seller_account.html - Letter (!) and Phone, CC, CH/DE bank;
AT: http://pages.ebay.at/help/sell/seller_account.html - Letter (!) and Phone, CC, AU/DE bank;
FR: http://pages.ebay.fr/help/sell/seller_account.html - Phone;
NL: http://pages.benl.ebay.be/help/sell/seller_account.html - Phone;
IN: http://pages.ebay.in/help/sell/seller_account.html - Bad;
ES: http://pages.ebay.es/help/sell/seller_account.html#confirm - Phone call;
IT: http://pages.ebay.it/help/sell/seller_account.html - This creation is done through further verification of identity and is free.
In order to sell and receive payments I need my PP acc just to be Verified by a CC, nothing else. But from which eB site exactly to register? US's eB have only phone support,
no webchat, (almost no) responses by e-mail (and if you sell on DE's eB for example and want a support
for there, DE's support is saying to you that they can't do
anything about this and
forwards this question to write and asks the US's eB support team, lol). DE/UK eB's have
webchat, phone support, e-mail. I don't want to telephone to
no one EVER (international calls are not cheap here, unlike the
LOCAL US/UK/DE telephone numbers that has the citizen of these countries - I don't have a local BG number, neither a local BG lang speaking employee into the other side). But DE's eB (when I tried to register an acc) wants to send a
physical letter to me... to me fаkе address (no such thing like "P.O. Boxes" here). UK's eB might want to add a bank account (
not so sure) and the main currency will be in GBP (I want to be in EUR or USD), in order to continue (or to start?) to sale - I can't get an UK VBA. So if you have any other info that I haven't filled yet or I have filled wrongly, that's it - the only possible option is again by registering from the US's eB (eb.c0m) and then using the same registration to operate in DE/UK's eB sites, but when it takes for a support... for
the account limitation (not for listings disputes/chargebacks/reps/etc.), the only possible option is again... a telephone US phone number call (too bad) and an e-mail (where they answer after 2-3 weeks, already tried ; their priority are US accs, West accs, East accs and in the end -
poor countries accs, like mine).
If someone have more information, might explain
