If IPs get matched is that enough proof to get linked?

If your IPs do happen to get matched between accounts,

is that proof enough for paypal/ebay to link your accounts? Don't a lot of people have dynamic IPs cause of their internet service provider so aren't they bound to get someone elses IP that has an ebay account?

I understand if you log into an ebay account on another user account that you use for different ebay account will get you instantly linked but is that the same with IPs.

Thanks, I'm going to be keeping a log of IPs from now on anyways just want to see what you guys think on this subject.

IP ALONE is a weak link but if you have more info that can link...account could go down.

I havent been banned solely on IP use (I have tested it out way back in the day) - I avoid it when I can of course
