I have looked into this with no definitive answers

Is it against ebay policy to put in my listings that everyone who leaves 5 star feedback will put into a drawing at the end of the month for a free gift?

It is against eB policy - if you find out, you will likely be accused of feedback manipulation...

OP, I would ask a diff question than that. Doing a drawing for giving a 5 star review is def manipulation because you are bribing your customers.

But would it be feedback manipulation if you offered to put them in a drawing for just leaving feedback (as EB would like for them to do)?

Out of paranoia, most people would not drop you negative if they really wanted to win, if they cared.

Most people would be in drawing are the ones leaving positive feedback anyways. I cant imagine someone unhappy wanting to get in your drawing.

As a smart person. I would ask the seller "How can you tell if I left you 5 stars or not?" You can't show proof what seller was it really? I can't believe some people are that dumb to fall for it. That's just my 2 cents.

If so can tell someone tell me here how I can find out who really left me a 4 or 2 star or even 1 star rating?

I've actually done something similar to this before.

I would offer a 'free gift' which was a low value item to anyone who would leave positive feedback within 24 hours. Before doing this I contacted ebay to confirm that I was allowed to do it, and they did not have any problems with it.

Kept it going for about 7 months and never had any issues with ebay.

Nothing wrong with a free gift...
I do it with a majority of my auctions or I include a small note about the experience.
