Then you need to let it go and move on. Like I said, the cost for the account creation at this stage is $0, so whenever they screw you and wont let you pass that damn SSN page, trash it and create another one. There's nothing to lose. Just make sure the stealth info is a real name with a real address. There's so many legal ways on how to do that.
To all of you asking for my creation method, this is what I do:
1. I Always create a business account. I Choose a different category for every stealth I made, it doesn't matter.
2. I never give a random trial on SS# & birth date, I tried and it turned out not so well, so avoid this, they do check. Refresh your browser or go to www.paypal.com. If they won't let you pass that page (that happen to me too), clearly there's something wrong with the name of the stealth info, so you know what you have to do.
3. Make sure the stealth info is a real person with a real address. They check it from the beginning, trust me.
I come with one speculation:
If the stealth info has never been used to open a paypal account before (either by them self or another stealther), a miracle could happen anytime. So this is not about how I create the account, but this is merely about how lucky I am to find the info.
