Paypal Limted Help

so my account has been limted for about 200 days and now i want to transfer it to my bank

and they asked for photo id and bank stuff

and 1 is still processing and the rest are completed but

i just got this email

We've reviewed your PayPal account, and due to the excessive risk involved in doing business with you, we'd like to begin parting ways in a manner that is least disruptive to your business.

There are no further appeals being allowed on your account.

want to know if that means where closing your account and you can't have your money

It doesnt mention anything about keeping your money but they never do directly say that anyway.

Probably best to call them.
