Question about new account after account suspension

Hello, 2 years ago I had my personal (real name) Paypal account permanently suspended. It was linked to my personal eBay which I mainly used for buying thing and occasionally selling old stuff. My eBay account didn't receive any limitations and I was able to checkout with a debit card from a different bank.

Last week however I encountered a problem checking out this way and it seems I'm now unable to checkout anything at all. (Tried a few of my friends' CCs)
Apparently paying with VISA is a sort of guest checkout and the representative on the phone told me I exceeded some purchase limit and that I got flagged.

Will I be able to create a new Paypal and eBay account in my name, with my current bank account? (The one I used for guest checkout, NOT the one banned in my Paypal account)

It seems that both of them have some sort of limitation, light one on eBay but a heavier on PP.

Creating new ones under the same name etc, will only lead to another limitation.
Stealth is the only way

It's certainly possible to get back on for buying only using your legit details.
