I'm seeing a few people online (even as recently as today) saying they got what they call HMRC "nudge" letters and many have sold £7k upwards. They don't state how old their ebay account is, whether they list multiples or have sold in huge volumes over lots of transactions/listings, so, it's hard to say what generates the letter. I'd assume they are private sellers.
I know HMRC do data-matching too, though.
There were emails sent out in March 2023 to ebay UK members advising of the new terms and conditions " Additional information about the data we process in order to comply with new consumer, anti-fraud and tax regulations." - though that's all a bit vague.

(Though the gov dot uk site says "The final regulations are expected to be made in early 2023 to come into force on 1 January 2024.")
