Ebay + Paypal Phone Verification

Hi,

I need to setup some UK Ebay + Paypal Stealth accounts. Haven't created new UK accounts for a long time so 'Phone Verification' is new to me.

Can someone kindly explain exactly how the 'Phone Verification' process for each, both Ebay and Paypal works? Also at what stage in signup or running of account is it required?
