If you have a smartphone with a built in modem (most do) then Giff Gaff is where its at!
I use my smartphone as the modem, connect to pc via usb, Giff Gaff £10 top up give you unlimited internet / 300 minutes / unlimited texts, its only about 1 meg broadband but fast enough for eBay / surfing etc. Strictly speaking tethering your pc/laptop to your mobile to get mobile internet is not allowed but as long as you dont go mad with your downloading they cant tell that you are doing it!

Most Android phones running ICS (Ice Cream Sandwich) or Jellybean have wifi hotspot, bluetooth and usb tethering already built in to the OS as does IOS for iphone if your carrier allows it otherwise it needs to be jailbroken and there are numerous apps available through Cydia to allow hotspot or tethering.

While a dongle may be capable of connecting at high speed e.g 21 mbps if the network speed is a max of 7 mbps then that is what it's max connection speed will be.
Location and cell tower signal strength can also have an effect on the efficiency of mobile broadband connection speeds

Thats why I said only to a certain degree, as if you have a dongle only capable of 3Mbps and the network supports up to 7Mbps, having a better dongle is gonna pay dividends. Many of the cheap and easily available dongles today are quite slow.
Better to choose the best network in your area, and then choosing a dongle that can support it, which many of the newer ones can.
If you really want the best, look for a network that supports dc-hsdpa+ and then find dongle that has dc-hsdpa+ too.
If you want a better signal you should use a male to female wire connected to your dongle around 3 meters it acts like aerial and you can hang it near the ceiling or for best results near a window

Only 3 currently support dc-hsdpa+ and that only covers about 50% of the UK population.
If your going to go that route you are best to wait for 4G which with 3 will cost exactly the same as their current data plans. All the other networks are going to hike their prices as per EE
