Default Changes to opening a dispute??

Couple of times I've had people email me asking about where an item was through contact seller and when they tick not recieved as option it opens a dispute automatically even if buyer just wants to send an email

Sneaky by eBay/PayPal to hold money even longer

On a plus side to this, it will help to route out the scammers that claim to never receive items.

How will this help sellers? If anything this would help the buyers scam even more people! and make it even harder for sellers to keep up good feedback!
