I've made the cardinal sin of phoning Paypal for this exact reason, the 21 day hold was still being applied to payments where the positive feedback was left by the buyers over a week ago and I desperately needed the money. Fortunately the guy I spoke to at Paypal was very friendly and helpful, but you do have to make sure you have your 'stealth' details to hand for any security questions and checks, you dont wanna make a blunder here!
