I have had one genuine ebay and paypal account, recently ebay acct gone restricted on selling but buying still allowed and paypal is completely safe so far.

I have been scratching my head, and discovered an other ebay account registered in 2013 at the same address, Can I attached this ebay acct to existing paypal acct?
