Need help desperately, paypal wont let me buy things online!

Basically i don't understand why paypal wont let me buy things, it's a strange thing and on some websites its going through normal, ebay fees went through normal but for some reason it wont work on another website? i have money i have everything linked verified etc but when i go to buy it says 'return to the merchant blah blah you can not use this service at the moment' its been doing it for weeks i don't understand? anyone know what im doing wrong and if theres a reason why its doing this.. thanks

Sounds strange, are you sure you have cleared funds in your paypal account? If you have a 21 day hold on your account then it may say you have money but it might be pending, the same if you have been paid by e-cheques, they can take a while to clear. What notices - if any have you had from paypal about your account, are there any issues you are having at the moment?
