Some people HAVE been able to replace a PayPal account and hood it up to an existing eBay account, but they are few and far between.
All merchant account processors here in the US start looking at accounts very closely when you start selling $5,000 per month or more, they are concerned about risk. You are in the UK, but I am sure they have something similar in place there. Since you mentioned you items were all legit, customers happy, etc. I am guessing they may have looked at your credit report and did not like what they saw.
Stealth is the answer, as is spreading your sales over several accounts. If you have ONE eBay account, they can close down your entire business. If you have TEN eBay accounts, then they can only shut down 10% of your business.
Many, many people have lost accounts this way, it is not just counterfeiters and con-artists who lose accounts.
