MC011 restriction question

If a case is opened up by a buyer and you were hit with a MC011 restriction do you have the ability to respond to it?

I believe you still have access to the dispute center - but your ability to fight disputes once your acct is suspended is pretty much non existent. By default ebay will side with the buyer.
