Default Technical question about dial up

I have been using AT&T broad band sierra wireless card for my stealth use, The charges are getting very high especially if I go over my 5 gig plan. My question is, If I where to get a VOIP like magic jack on one computer using my landlords wireless connection (which he lets me use) could I use that VOIP line for a dial up connection on another computer to use for my stealth accounts or does dial up only work with a traditional land line? Thanks in advance for any input.

I'm not exactly sure what dongle is, every time I look it up I get UK sites. I am using At&t broadband, mobile service is very poor where i live so At&t seems to be the only wireless service I can use

For dial-up you need to have a dial-up MODEM in your computer - new models tend NOT to have this but you can pick up a cheap pci model these days
