Can confirm that for you taerese, you do have to upload the documents paypal are asking for to move beyond that £1900 EU limit, if your stealth account was purchased from here you will have been supplied with those or be able to buy them as an add on, if you made this account yourself that is where the huge difficulty lies, because there is a distinct shortage of people posting on here that have successfully uploaded self made documents that HAVE removed that EU limit. Of course one or two account sellers in the marketplace on here are offering for a fee documents to lift that limit but they may only be for accounts that were bought from here in the first place.
