Your account usually stays active - you just lose the ability to edit or create listings. So you should still be able to respond to/appeal cases while you're suspended. It's probably another story if you're NARU'd so I guess it depends on what degree your account gets into trouble.

Yes, anything that involves you giving them money and refunds you still can do but that's about it.
Usually during a suspension the only things you can't do are create and/or edit listings. You can still contact customers, buy things, respond to cases, and anything else you'd normally be able to do except make or modify listings.
