I had the same situation with South America on Amazon.
After Item was delivered to the USA address(Freight Forwarding Company), buyer contacted me stating that it was not delivered and it says delivered online.
He, probably, did not know how forwarding service worked at all.
I explained to him that the company he has account with will ship the item to his country. And I do not have any control over this.
I called Amazon. Customer Service Rep. told me that I`m ok, because buyer requested to ship to this(USA) address. Amazon allows 20 different address on file and buyer requested to ship to this address(USA). So they told me not to worry about.
After two month I received positive feedback, he probably received the item in his country.
I would suggest to ship with signature confirmation or registered mail.
