I don't think you are obliged to offer a refund if there is nothing wrong with the item, it was as described & detailed in the item listing & you can provide item delivery details.
That message communications from the buyer to you will do them no favours with EB/PP & will count against them in any case they may open against you.
You can also block this buyer from bidding on your other items as per their threat of malicious buying (see link below: unwelcome buying) & report this to EB.
